SISTEM E-PROCUREMENT BERBASIS SERTIFIKAT SEBAGAI STRATEGI BISNIS LELANG PENGADAAN: SEBUAH KAJIAN MODEL STUDI DAN TANTANGAN IMPLEMENTASI

Abstract
A certificate is a form of recognition of an individual or group identity. Application of information technology based on the certificate or more known e-certificate it is considered very important in the sense where the need to ensure that the identity can be trusted, especially in the electronic-based transactions. E-procurement is a system that has been used by many governments around the world to manage the business of government to be efficient and effective. Strategic e-procurement aims to reduce corruption, collusion, and the unknown cost through increased transparency and accountability. However, based on data from corruption eradication commission in 2016 (KPK), that 70% of the cases of corruption are the property of government procurement. From the literature that has been read in conjunction with e-procurement, the author has not found the eprocurement system based certificate. Therefore, based on the above description, the author tries to implement e-procurement system in Indonesia. he method used in this research is the method of literature and literature, namely, observing previous studies related to e-procurement. Application of the certificate aims to ensure the validity and reduce corruption and collusion between related elements.
